Borumba & Pioneer-Burdekin Pumped Hydro
In 2022 the Queensland Government announced 70% renewables target by 2032 and 80% by 2035, as part of the $62b Queensland Energy and Jobs Plan (QEJP). To meet these targets the QEJP includes progressing two new Pumped Hydro Energy Storage (PHES) projects by 2035 – Borumba and Pioneer-Burdekin.
The 2,000 MW Borumba and 5,000 MW Pioneer-Burdekin PHES projects include pumped storage infrastructure comprising of upper and lower reservoirs/dams, tunnelling for waterways connecting the reservoirs, power stations and connections into the existing energy network.

The Queensland Government’s Queensland Train Manufacturing Program (QTMP) was established to meet the increasing demand for rail transport in South East Queensland over the next 10 years.
The Queensland Train Manufacturing Program includes:
- construction of 65 six-car passenger trains
- construction of a purpose-built manufacturing facility in the Maryborough region for major manufacturing/assembly works for the new fleet
- construction of a new rail facility (for train maintenance and stabling) in Ormeau

Capricornia Energy Hub Pumped Hydro
The Capricornia pumped hydroelectric energy storage (PHES) project is proposed as a 750MW pump/generation facility (3 x 250MW pump turbines) with a storage capacity of 12GWh (16hr) and a water transfer volume of approximately 18 GL. The project is situated in the locality of the Eungella Dam approximately 80kms west of Mackay.
The PHES includes a powerhouse, two reservoirs and associated dams and conveyance structures (predominantly underground) linking the reservoirs and the powerhouse and an 18 km transmission line and substation connecting the PHES to the National Electricity Grid. The project will contribute toward local, state and federal government policies and goals relating to greenhouse gas reduction, renewable energy generation, the transformation of the electricity network, affordable energy and local employment.

Paradise Dam Improvement Project
The Paradise Dam Improvement Project will return the dam to its original height, after it had been lowered to address structural concerns arising from the 2011 floods. 2032 Olympic and Paralympic Games – Moreton Bay Indoor Sports Centre
The Moreton Bay Indoor Sports Centre (MBISC) is a proposed indoor sports facility within The Mill Priority Development Area in Petrie in the Moreton Bay region. The MBISC has been announced as one of the key venues to host events during the Brisbane 2032 Olympic and Paralympic Games and as a legacy project to provide high quality indoor sporting and events capacity to address population growth and demand for suitable indoor venues in the City of Moreton Bay.
The MBISC will consist of 12 indoor courts with a temporary seating capacity of 10,000 and be designed to accommodate a range of Olympic and Paralympic sports and a range of indoor sports and events in pre and post games legacy.

Queensland Housing Investment Fund
The Housing Investment Fund (HIF) is one of three programs established under the Queensland Housing Investment Growth Initiative (QHIGI). The HIF has funding of $130 million per annum available to support 5,600 social and affordable home commencements by 30 June 2027.
The HIF is a key enabler of the Housing and Homelessness Action Plan 2021–25, including the Queensland Housing Investment Growth Initiative, the largest concentrated investment in social and affordable housing in Queensland’s history.
The HIF provides subsidies, one-off capital grants and other support to encourage developers, builders, Registered Community Housing Providers (RCHPs), tenancy managers, institutional investors and superannuation funds to partner to develop, finance and operate additional social and affordable housing supply in Queensland.

Canberra Light Rail – Stage 2
Operation of Canberra Light Rail Stage 1 (Gungahlin to City) commenced in April 2019, with more than one million passenger boardings in the first three months. The ACT Government is now progressing with Stage 2 (City to Woden) which is being delivered two sections – City to Commonwealth Park (Stage 2A) and Commonwealth Park to Woden (Stage 2B).
The Stage 2A project signed a contract with long term delivery partner in late 2023. Stage 2B involves development of a draft concept design and an Environmental Impact Statement based on a landscape-led and precinct-based approach, and involves extensive stakeholder engagement.
The overall Stage 2 scope includes:
- three new stations for Stage 2A and nine stations for Stage 2B
- 11+ kms of double track, with an integrated ticketing system
- new light rail vehicles
- wire-free track design
- renewable energy being used to power operations
- traffic signalling, road improvements and landscaping.

Cross River Rail
Cross River Rail will unlock a bottleneck in South-East Queensland’s transport network by creating a new 10km high-capacity railway line.
The project is being delivered through two major contracts with the private sector. Sydney Metro City and South West
The Sydney Metro City and South West is a $12.5 billion dollar program building a 30 kilometre extension of the Sydney Metro network from the end of Metro North West Line at Chatswood under Sydney Harbour, through new CBD stations and south west to Bankstown.
SYNC Advisory’s industry leader supported the closure of one of the largest PPP augmentation contracts in Australia, the $12 billion Operations, Trains and Systems PPP through key elements of the transaction including commercial, financial and technical due diligence. Other key scope included:
- Line-wide – a $1.4 billion dollar contract which ‘brought the corridor to life’ by provisioning Sydney Metro City and Southwest with expansion of train facilities, track, tunnel ventilation, mechanical and electrical systems.
- Management of the Platform Train Interface through business case, transaction and implementation facilitating the conversion of existing station platforms to fully autonomous systems achieved through provision of innovative and specialist advice, and the culmination of a Platform Screen Door and Mechanical Gap Filler product product provided through a supply, install and maintain contract.
- Design management through to contact award for four separate Southwest Station and Corridor Contracts equalling a capital value of more than $600 million.

Gold Coast Light Rail Stage 2
Gold Coast Light Rail Stage 2 was the 7.3km light rail extension that connects Gold Coast University Hospital to Helensvale heavy rail station.
The project was fast-tracked to be operational prior to the 2018 Commonwealth Games to improve mobility across the Gold Coast.

WestConnex Stage 2
Stage 2 of Westconnex delivered the new M5 Motorway including twin 9km tunnels from Kingsgrove to St Peters interchange and widening of the existing M5 East Motorway.

Working in partnership with the Queensland Department of Transport and Main Roads business cases were completed for key components of the M1 motorway linking Brisbane to the Gold Coast and NSW border.
Our senior industry leader worked collaboratively across key stakeholders to ensure that detailed business cases for the Eight Mile Plains to Daisy Hill and Varsity Lakes to Tugun projects were completed in compliance with national and state frameworks, with both projects confirmed as national infrastructure priorities by Infrastructure Australia. Bruce Highway Upgrades
Developed in partnership with the Queensland Department of Transport and Main Roads detailed business cases were completed for the Cairns Southern Access Corridor and Caboolture Bribie Island Road to Steve Irwin Way sections of the Bruce Highway linking Brisbane to Cairns.
Our senior industry leader worked collaboratively across key stakeholders to allow for the practical application of national and state frameworks. This resulted in positive assessments of the detailed business cases by Infrastructure Australia and joint Commonwealth and State funding, allowing the projects to proceed to procurement and delivery providing economic and social benefits and improving national freight productivity and safety.

Toowoomba Second Range Crossing
Our senior industry leader provided key advisory services and project team leadership for the Queensland Government transaction team for the PPP procurement.
This was the first application of the availability PPP model to a national highway project and on time transaction management was achieved with a high level of interaction with bidders driving efficiency and value for money outcomes. Advisory services also extended to leading negotiations with the Commonwealth for a significant funding contribution and incorporating this within the PPP commercial and funding arrangements.
